AAU Library Rules

Title

These rule may be called the Assam Agricultural University Library Rules, 1977.

Location

The University Library shall include the main Central library at the Jorhat Campus and a Library at Khanapara, Raha, Biswanath Campus and other out stations library.

Control

The Chief Librarian shall exercise over -all control on all the libraries of the university. He may delegate such power as he deems necessary to other officers of the libraries.

Eligibility to borrow books

  1. All the students, teachers ,researchers and extension workers as well as the other employees of the University, approved individually by the Librarian , are eligible to be the members of the library.
  2. The Librarian at his discretion may allow other individual to make casual use of library.

Loan Privilege and Period of Loan

a) The number of books that could be borrowed by a member from the library at a time for a period of one month only as shown below:

b) A book may be re-issued if it is not in demand but this will be at the direction of the Librarian. The Period of loan can be extended by the Librarian on the merit of the individual case.

Recall of books and levy of fines

Librarian may recall any books from a borrower at any time after issue and there is a over due charge of Rs.1/-(0ne) per day on every book beyond the usual lending period of one month.

Replacement of lost or damage book

  1. A borrower shall replace a book if it is lost while in custody.
  2. In case borrower fails to replace a lost or damaged book within a month from the due date of its return, he/she shall pay to the Library the full cost of the book.
  3. A person loosing or damaging Library books repeatedly shall be debarred from using the Library.

Reference material not to be lent-out

A) The following categories of book, journals etc. shall not be issued out of the library.

  1. Books treated as Reference by the Library.
  2. Rare books and manuscripts
  3. Bound and unbound journals, bulletins, reports etc.
  4. Theses

B) In special cases the Librarian at his discretion may issue a reference book for a short period.

Library Enrolment

  1. Persons specified under clause 4 desirous of availing Library facility shall apply to the Librarian in prescribed form obtainable from the Library and through proper channel whenever necessary.
  2. After satisfying himself with the application , the Librarian shall issue to a member a library pass book or as many Readers Ticket as the number of books he/she is entitled to borrow .

Procedure of issuing books

At time of borrowing a book the Borrower shall deposit Readers Ticket against which the book shall be issued. The ticket shall be returned to the Borrower when the book is returned to the library. In case of a Library Pass Book holder , the Pass Book shall be presented both at the time of borrowing and returning a book.

Library Clearance Certificate

A member must return all the library books borrowed by him/her and clears all library dues before applying for a Library clearance certificate. The application in a proper form obtainable from the Library must be accompanied by the Readers Ticket / Library Pass Book issued to him. Failure to obtain , the clearance certificate may lead to withholding of examination result or release of the member from the university as the case may be.

Admission to the Library

Before entering the library, the Gate Register should be legibly signed and personal belongings of person entering the Library must be deposited at the entrance ( Property counter of the Library )

Library Timing

The working hours of the libraries shall be fixed by the Chief Librarian, as approved by the Library Advisory Committee from time to time and notified accordingly in advance.
Usually the library hours are from 8a.m. to 8p.m. on weekdays. During winter the period is reduced by one hour. On Sundays the Library remains open from 10am to 4pm.

Guide Lines

The Librarian is authorized to formulate any such administrative guide lines , that may be deemed necessary from time to time. Guidelines such framed shall not however, violate the rules given herein.

Code of conduct in the Library

a) Using the Library and borrowing books from it is a privilege given to a member. Any misuse of this or violation of any rules or codes may lead to the cancellation of this privilege.
b) Observe the Golden Rule by being quiet inside the Library.
c) Marking of books, dogearing of pages and soling of books are offences that may deprive a member of his privilege.
d) Members may give suggestions on acquisition of books , journals etc. and on all round improvement of the library. Complaints, if any, may be submitted to the Librarian in writing for proper action. Library rules may be amended or altered as and when necessary.
