Assam is primarily an agrarian state and almost 75% of the total work force is engaged in Agriculture and allied sectors. However, as assessed at government level, there is a dearth of skilled human resource to give a fillip to this sector. As such, the proposal of setting up of 3rd college of Agriculture get due weightage to further strengthen the capacity of AAU to develop quality human resource for the purpose. Therefore, to create a strong base of agriculture education in the state Hon’ble Chief Minister of Assam announced to establish an Agriculture college in Dhubri district of Assam in his budget speech in Assembly session during the year 2008-09. The Govt. allotted 100 ha of land at Rangamati near Chapar town in Dhubri district to Assam Agricultural University to establish an Agriculture college. The college was named after Late Sarat Chandra Sinha, Ex. Chief Minister of Assam who was born and brought up in this locality.
